The session is expected to culminate in the adoption of a new convention by the 147 states attending the session to reduce mercury emissions and releases to the air, water and land. Anthropogenic releases of mercury to water total 1000 tonnes at a minimum. These global percentages will, of course, vary on a regional basis.

Based on the latest available US Government Accountability Office data (2008) the US government spent $4 billion in subsidies to replace about 2% of the US gasoline supply. The EPA can encourage these agencies to follow the lead of states like Minnesota, which is already releasing guidelines for E-85 remediation.

The NETL study serves as a key input for analyses conducted by EPA and DOE. Oil sands comprise clay, sand, water, and bitumen. Dilbit is also processed to remove sand, water, and other impurities.
