The vehicles will be in five cities: Washington; Detroit; and Los Angeles, San Diego, and San Francisco, Calif. The 116 electric plug-in vehicles being deployed in the pilot are expected to annually save almost 29,000 gallons of gas, reduce greenhouse gas emissions by 257 metric tons, and save taxpayers almost $116,000 in fuel costs.

Within ECAs, the sulfur content of fuel oil (expressed in terms of % m/m – that is, by weight) must be no more than 1.00% m/m; falling to 0.10% m/m on and after 1 January 2015. This date could be deferred to 1 January 2025, depending on the outcome of a review, to be completed by 2018, as to the availability of compliant fuel oil.
