At its meeting in Sacramento yesterday, the California Air Resources Board (ARB) endorsed the state’s cap-and-trade regulation. The “cap”—which declines each year—limits GHG emissions, and uses allowances to control total emissions; one allowance equals one ton of GHGs.

The release begins a public comment period culminating in a 16 December public hearing in Sacramento, California, at which the Board will consider adopting the proposed program. The program is expected to reduce GHG emissions between 18 and 27 MMTCO 2 e in 2020. Over time, the cap will steadily decline.
