I do not agree with the EPA or the 2007 Supreme Court ruling that gave the Agency that authority. The resulting set of new standards will cover model years 2012-2016, and will require an average fuel economy standard of 35.5 But, that is exactly what EPA has proposed to do.

Using a 2007 base vehicle, the committee estimated the potential fuel savings and costs to consumers of available technology combinations for three types of engines over that timeframe: spark-ignition gasoline, compression-ignition (CI) diesel, and hybrid. In contrast, fuel economy measures how far a vehicle will travel with a gallon of fuel.

The oil price shocks of the 1970s led the Brazilian government to address the strain high prices were placing on its fragile economy. Automobile manufacturers were given tax breaks to produce cars that ran on hydrous ethanol, and, by 1980, every automobile company in Brazil was following this lead.
