From January 1 to June 30, 2021 an estimated 291,933 BEVs and PHEVs (plug-in electric vehicles) were purchased, roughly 30,000 below the 320,000 average for the full years of 2018-2020. This inaugural report includes an Excel file and table of actual and estimated sales of 57 EVs for Q1 and Q2 2021 which is also categorized by BEV and PHEV.

Among electric vehicles from automakers that report specific sales numbers for their EV models, the Toyota RAV4 Prime PHEV was tops in the US in 2021 with 27,3707 units sold. Another top-selling EV beyond Tesla models that is not included is the Jeep Wrangler 4xe PHEV, which likely saw 2021 sales of between 20,000-25,000.

So while we don’t yet have a definitive answer, it appears that of the roughly 22 BEVs and PHEVs that would otherwise qualify (see analysis below), perhaps just a few or even zero would qualify for the revised federal EV tax credit. Probably the most needed and least controversial proposed change is the elimination of the phaseout of the tax cap that begins in the quarter after a manufacturer sells 200,000 BEVs or PHEVs in the US.
