It was a Manufacturing Failure, as GM NEVER planned to build the car in Volume, so No Economies of Scale were ever achieved. Engineering proptypes enjoy a tax break. Companies can not sell engineering prototypes in which the company got R&D tax breaks in developing the product. But companies can not sell engineering prototypes.
