They only have that many models because they use the same chassis and drivetrain to build 3 different cars, one branded as a Chevy, the next a Pontiac, then a Saturn, etc. Yes GM will lose $ on the Volt, just like the first Insights or Priuss, but unlike Toyota or Honda, they just cant afford to wait for it to catch on and become profitable.
