An adequate evaluation of MBUF technology must include a parallel policy evaluation, so Mn/DOT awarded a $395,000 contract to the University of Minnesota Humphrey School to conduct the policy study. In 2007 the Minnesota Legislature appropriated $5 million from the trunk highway fund for the demonstration.

While the development of alternative jet fuels is a global challenge, SAFN focuses on sustainable biomass grown in the Northwest. The report recommends build a demonstration project aimed at proving the feasibility of a commercial biorefinery by creating a consortium involving regional public universities, industry, DOD and state governments.
