The California Air Resources Board last week approved the final proposed 2022 Scoping Plan ( earlier post ), a roadmap to reduce demand for petroleum by 94%, cut air pollution by 71%, reduce greenhouse gas emissions 85%, and reach carbon neutrality by 2045.

The aim of the new rules is to move road charging from the current time-based model to distance-based or an actual kilometers-driven system, to better reflect the polluter-pays and user-pays principles. MEPs want the revenues generated from these charges to contribute to sustainable transport, infrastructure and mobility.
