A study by EPRI , the California Air Resources Board, the National Renewable Energy Laboratory, Argonne National Laboratory, and others (5.3MB PDF) concluded that plug-in hybrids produced substantially lower greenhouse gas emissions than either conventional gasoline cars or unplugged hybrids.

The catalytic converter that keeps the ICE from being a gross polluter in conventional cars and hybrids however, isn't kept warm by the continual embrace of an ever-churning engine in a hybrid with all-electric range. Third-party and DIY converters can't muck with every system on a car. Cold starts mean more pollution.

With NiMH batteries - those that provide energy to every hybrid on the road and thousands of all-electric cars - the Volt plug-in hybrid could go into production today. Instead, GM says the batteries must be Lithium and must take the car 40 miles before the engine comes on. Often, especially with cars, it takes a law.
