And if the cap-and-trade legislation ever gets passed and we have to internalize the costs associated with GHG emission, then the all-electric capability of the Volt might be even more beneficial.

Average ICE efficiency might be around 20%. link] For an electric car, with typical charging efficiency we may be looking at 80%.
