In 2019, the RAV4 wasn’t just the world’s best-selling SUV; it was also the 4th best-selling passenger car overall, selling 535,000 units in North America alone. Its 42-mile EV range, its 600-mile total range and relatively low price tag have made the PHEV an instant smash hit. Demand is intense. They even applied the Prime moniker.

The Toyota Prius, a battery-gasoline hybrid, is a very famous and recognizable example of this approach. There is no all-electric or gas-only Prius—that’s not its identity.

Per the IRS: Beginning January 1, 2023, if you buy a qualified previously owned electric vehicle (EV) or fuel cell vehicle (FCV) from a licensed dealer for $25,000 or less, you may be eligible for a previously owned clean vehicle tax credit under Internal Revenue Code Section 25E. As long as they fit certain criteria.

So while we don’t yet have a definitive answer, it appears that of the roughly 22 BEVs and PHEVs that would otherwise qualify (see analysis below), perhaps just a few or even zero would qualify for the revised federal EV tax credit.
