Researchers Dana Rubin and Evelyne St-Louis, two recent graduates of the University of California, Berkeley’s master’s program in city and regional planning, analyzed 98,901 rebates issued to Californians buying or leasing low-emission vehicles from the inception of the Clean Vehicle Rebate Project in 2010 through March 2015.

In 2015, the two fastest cars were both electric, and in 2018, EVs completely dominated the race. The DEVC has been involved with legislation regarding tax credits for EVs, imposition of fees to compensate for loss in state gas tax revenue, regulations on e-bikes and neighborhood electric street vehicles, and many other issues.

There are also, incidentally, income tax credits at the federal and state levels for installation of EV charging equipment. It doesn't cover the whole thing, but you do get a chunk of it back as a tax credit.

has constructed prototype PHEV trucks for electric utility companies which can deliver energy to power an entire neighborhood during maintenance or repair when there is a power outage [ 4 ]. In addition, the grid could ask for energy back from the batteries of a PHEV if the house or neighborhood need is at a high level for a short time.
