The rules explicitly exclude devices used to charge a motor vehicle that is powered by an electric motor drawing current from rechargeable storage batteries, fuel cells, or other portable sources of electrical current, and which may include a nonelectrical source of power designed to charge batteries and components.

GM plans to launch the Volt in China in 2011. In addition to a recent electric car deal with NISSAN Motors ( NSANY ), Portland General Electric, the Oregon state governor and GE have also announced a joint venture with Mitsubishi Motors ( MMTOF.PK ) to develop and sell the Miev electric car with 85 mile range by 2011. By 2011 look for a larger THINK Ox.

The four-door sedan will deliver 40 miles on a charge; a small gasoline engine will recharge the battery as it approaches depletion, extending its range by as much as 200 miles. Deliveries start in 2011. You guys go ahead and buy your 40 mile per charge GM golf cart. The car is expected to cost around $40,000.
