The London Congestion Charge was first introduced in 2003. It aims to reduce levels of traffic within the English capital, helping to lower pollution in the process. There’s also a cleaner vehicle discount of 100% which applies only to battery electric or hydrogen fuel cell vehicles from 25 October 2021. In a word, yes.

As well as helping to reduce pollution and rising levels of carbon emissions, the charge was also designed to encourage people to walk, cycle and use public transport more often.

Next week, the California Air Resources Board is expected to adopt strict new regulations based on the theory that the innovative technology sold by 3Prong Power and other companies may be bad for the environment. The board had voted in 1990 to require that at least 10 percent of cars sold in California to be zero-emissions vehicles by 2003.

I mean, when the electricity it uses is produces, pollution still happens, just not "right from your car"? Having centralized energy production in that way allows for centralized pollution control measures, filters, so-called "clean coal" rather than depending on X number of cars, manufacturers, and consumers to deal with pollution control.
