It occurred in the wake of the California electricity crisis of 2000 and 2001, when mismanaged deregulation, market manipulation, and environmental catastrophe combined to unhinge the power grid.

The converted RAV4 is the result of the partnership between Toyota and Tesla Motors announced in May 2010; Toyota has contracted for 2,600 units.
