The California Air Resources Board has approved the 2014 Honda Plug-in Hybrid Accord as the first car for sale in California that meets ARB’s LEV3/SULEV20 standard—the most stringent smog-emission standard to date. In 2002, the 2003 Civic Hybrid was the first certified Advanced Technology Partial Zero-Emission Vehicle.

An Argonne researcher reached consensus with researchers from other national labs, universities, the Air Resources Board, automakers, utilities and AD Little to estimate in July 2002 that PHEVs using nighttime power reduce greenhouse gases by 46 to 61 percent. Thats 20-25 cents a gallon. Why Pay More for a PHEV?
