Oil sands comprise clay, sand, water, and bitumen. Dilbit is also processed to remove sand, water, and other impurities. The top four suppliers were Mexico, Venezuela, Saudi Arabia, and Nigeria. Market conditions, noted the EIS, not the operator of the pipeline, would determine the refining locations of the crude oil.
