May, 2009 : Testifying at a public hearing conducted by the US Environmental Protection Agency (EPA), Stanford University professor Mark Jacobsen urged the EPA to incorporate black carbon into calculations of greenhouse gases. Britain will do so, the rest of Europe will do so and I believe America will do so as well.
