Bartis and RAND colleague Lawrence van Bibbe were the authors of a 2011 RAND report concluding that if the US military increased its use of alternative jet and naval fuels that can be produced from coal or various renewable resources, including seed oils, waste oils and algae, there would be no direct benefit to the nation’s armed forces.

Emissions from international transport (aviation and shipping) contribute another 3% to the total global GHG emissions. Also in Eurasia emissions grew in Turkey (5%) and Ukraine (8%). CH 4 is mainly generated by agricultural activities, the production of coal and gas, as well as waste treatment and disposal.

Mr. Thesen said that a factory in Turkey was being refurbished to be able to produce 100,000 electric vehicles a year.
