The new study, jointly prepared by the ICCT and the Netherlands’ Organisation for Applied Scientific Research (TNO), describes the increasing real-world efficiency gap using systematic statistical analysis. As a result, less than half of the on-paper reductions in CO 2 emissions since 2001 have been realized in practice.
