In general, the sponsor’s goal is to use as much cheap debt financing and as little equity as possible to complete the deal.

In an interview on Tuesday, Schurr said that he planned to tell members of Congress that smart-grid technologies are already available and can deliver substantial improvements in efficiency. Smart-grid technologies are not required to make larger use of wind and solar power but they can make them less expensive, Schurr said.
