Personally, I think the only “incentive” for PHEVs should be the intrinsic running cost savings that they provide when correctly used as a plugin , along with the convenience features of having a large battery (cabin pre-conditioning, etc), and the other experiential benefits of electric drive (smooth, silent, etc).

Claim as commenters on the internet may that their E36 BMW M3 or 997 Porsche 911 was designed perfectly from the factory and never “needed” to be improved, that sentiment derives from well-meaning but ultimately unhelpful nostalgia. Statistically, no buyer of any new mass-produced car wants an “old car” experience — sports car or not.

BMW, for example, claims it will not cut jobs in the transition to EVs, but it is likely that it will still reduce its workforce by both reskilling and attrition like other German automakers are contemplating. Better statistics are needed. Electric vehicles require new or re-tooled factories , each requiring thousands of employees.
