Regulatory regimes seeking to reduce emissions from transport have largely focused on tailpipe emissions—i.e., the criteria pollutants and CO 2 that emerge with the exhaust from the tailpipe. The traffic/exhaust component consisted predominantly of externally mixed soot particles and soot internally mixed with secondary particles.
