The plan is designed to cut Australian emissions by at least 5% from 2000 levels by 2020, or up to 25% if similar levels are multilaterally agreed upon in Copenhagen.

Each of the aforementioned “primary energy sources&# generates carbon dioxide and greenhouse gases plus other pollutants coming from the contaminants or byproducts of using these “primary energy sources&#.
