President Luiz Inácio Lula da Silva has also joined forces with French president Nicolas Sarkozy to propose a set of guidelines for consideration at Copenhagen, including a proposal that industrialized countries should outline emission pathways consistent with the goal of reducing emissions by at least 80 percent from their 1990 levels by 2050.
