If the average mpg of manufactured vehicles cannot satisfy the standards, the manufacturer is fined for each 1 mpg that falls below the CAFE levels. Hence, there is a chance that, in the long run, the CAFE standards incur a “co-impact”, resulting in consumers not being able to find or afford a vehicle that best meets their needs.

The Environmental Protection Agency rates the 2021 Kia Niro PHEV at 46 mpg combined city and highway when running in hybrid mode, but an impressive 105 MPGe (miles per gallon equivalent—MPGe is a measurement of how far a car can travel, electrically, on the same amount of energy as is contained in one gallon of gasoline).

That will tell you how much energy your vehicle needs to travel 100 miles, a more accurate measurement than our traditional fuel economy (mpg) numbers. Still a bit of a mystery.
