GM has announced plans for public sales in 2010, and almost every carmaker now says it will sell PHEVs or highway-speed battery electric vehicles (BEVs) sometime after 2010. In late 2008, BYD started selling the first production PHEV in China. First Escape PHEV delivered to SCE Nov 2007; 20 in 2008-2009.

Last year Oregon had also aggressively negotiated with the Chinese carmaker, BYD , to manufacture its line of plug-in hybrids in the state for sale in the U.S.) But that cost in a built as an EV is much less than an ICE’s costs by about 1/2. In most conversions cost is about the same because of needless weight.
