When the air resources board relaxed its rules in 2003, it allowed car companies to receive credits toward zero-emission standards by building so-called partial-zero-emissions vehicles — super clean cars that produce little or no smog. The first has to do with the car’s catalytic converter.

Several dozen prototypes on 15-passenger van since 2004; now in second generation development; no production plans. Volkswagen CEO says "Future belongs to electric cars," has gained German government support for development. Its not in todays Prius and we wouldnt expect that in the future. Expects production around 2014.
