In order to support the transition from the gas tax to a mileage-based charge, the Financing Commission recommends a ten cent per gallon increase in the federal gas tax (15 cents for diesel) and indexing the tax to inflation going forward.

Unfortunately there is currently no simple and agreed upon best replacement for the fuel tax. The current approach of the fuel tax is simple, fair, and the collection and payment infrastructure is in place. Since a fuel tax is pre-paid, if we go to a mileage tax, there will be a major shortfall of funds in all jurisdictions.
