NHTSA details the modeling and the projections in the “Preliminary Regulatory Impact Analysis”, and the NHTSA/EPA “Draft Joint Technical Support Document”. Conversion to dual overhead cam with dual cam phasing: as applied to overhead valves designed to increase the air flow with more than two valves per cylinder and reduce pumping losses.
