The Clean Vehicle Assistance Program provides low-income car buyers with special financing and up to $5,000 in down-payment assistance. Currently, manufacturers factor in all ICEVs, plug-in hybrid electric vehicles (PHEVs), and ZEVs when calculating compliance with the LEV fleet average regulation.
