The Clean Vehicle Assistance Program provides low-income car buyers with special financing and up to $5,000 in down-payment assistance. LEV IV eliminates the dirtiest FTP emission certification bins and add cleaner emission bins to provide more options for manufacturers to certify vehicles at lower emission levels.
