In an earlier rulemaking, NHTSA reformed the corporate average fuel economy (CAFE) standards with a size-based standard based on footprint. Conversion to dual overhead cam with dual cam phasing: as applied to overhead valves designed to increase the air flow with more than two valves per cylinder and reduce pumping losses.
