Kulongoski, Oregon as the electric-car manufacturer may be eyeing the “green” city of Portland. It is aggressively in talks with Portland General Electric Plug-In Charging Stations , ( POR ) and other states including Michigan, and California that are scrambling to offer incentives.

Chairman Carlos Ghosn has gone further than any auto exec in making an alternative fuel choice for the future and it is unambiguously battery electric cars. Portland's electric utility has already begun installing charging insfrastructure. With the global economic downturn, oil may not return to $100 or more a barrel quickly.
