During the 4 th COP, developed nations began to emphasize the issue of the lack of enabling environments as a barrier to technology transfer. On 21 June 2008, Louisiana Governor Bobby Jindal signed into law the Advanced Biofuel Industry Development Initiative (Act 382). Act 382 is based upon the Field-to-Pump strategy.
