If you build a car as a "kit car" with no real factory, then yes, it will never be an economic success. Denmark did that with Wind Power and now most of their energy comes from wind rather than oil, natural gas, or coal. it was the first batch of EV1s that they tried to use lead acid batteries and developed problems.
