Observations are annual weighted averages for districts 1 (yellow), 2 (blue), 3 (orange), and 5 (black) in 1999-2008. This raises the possibility that a switch to these oils might impede or foreclose the total reduction in emissions from all sources that is needed to avoid severe climate disruption.
