General Motors plans to unveil the Chevy Volt, a plug-in hybrid, sometime in 2010, and Toyota may begin selling a plug-in Prius in late 2010 or early 2011. Catalytic converters, along with so-called leak-proof emissions systems, are the primary reason why today’s cars are so much cleaner than those of several decades ago.
