The United States must reduce its global warming pollution emissions at least 80 percent below 2000 levels by 2050 to avoid some of the worst effects of global warming. To be credible, as noted above, an offset should equate to an emission reduction from a direct emission source, such as a smokestack or exhaust pipe.
