These buy-down incentives are reserved for vehicle manufacturers or their designated dealers and passed on to buyers in California at the time of sale. Rolf Olsen of San Diego will receive $94,635 to study a new solar thermal storage device capable of integration with utility scale solar thermal power plants at a low cost.
