The growth of ZEVs represents a potential drain on motor vehicle fuel taxes, which could affect state transportation revenue. China leads with over 75 EV models. It introduced 25 new models in 2016 and saw sales jump 70%.

Charging station owners or operators are required to remit the tax monthly using prescribed forms provided by the Oklahoma Tax Commission. In Pennsylvania , there is an existing alternative fuel tax in effect. The Department of Revenue may grant dealer-users permission to report annually, subject to specified criteria.

In particular, policies should more broadly distribute tax incentives for purchasing these vehicles, and federal electric-vehicle programs should be extended and expanded to provide direct financial incentives to PEV manufacturers.
