In May, CARB asked the EPA to approve its plan to require all new vehicles sold in the state by 2035 to be either electric or plug-in electric hybrids, setting the stage to ban automobiles using fossil fuels. CARB's regulation would allow automakers to sell up to 20 percent PHEVs by 2035 with a minimum 50-mile all-electric range.
