Norway's EV Sales Beats the Cold. Norway is one of the coldest, snowiest countries in the world. In 2021, 65% of all passenger vehicle sales were battery electric an additional 22% were plug-in hybrid. Oregon is offering up to $7,500 in cash rebates for households that buy an EV and make between $51,000 and $251,000.
