4 does currently qualify for the full $7,500 US federal EV tax credit – the only car made by a foreign automaker to qualify, due to local production in Chattanooga, Tennessee – and the credit is now available upfront at the point of sale. 4 does also qualify for the full federal tax credit, bringing the price down to ~$38k.

GM, finally, ramps up Cadillac Lyriq to meet demand for luxury SUVs

Back in 2020, about 20% of Cadillac’s US dealers, some 170 to 180 dealers, took buyouts from GM rather than invest, sell, and service EVs. The Lyriq lost its eligibility for federal tax incentives at the start of this year, but GM is making up the difference with $7,500 to offset the loss.
