This level is still below the state’s first climate milestone (2020’s AB 32 goal, met four years early in 2016) of reducing to 431 MMTCO 2 e below 1990 levels. MTCO 2 e per person in 2017—the third-lowest among the 50 states, behind New York and Maryland. Private sector investment can also drive green stimulus.
