International cooperation will be necessary to resolve problems in maritime and air transport, but action on cars and trucks can be taken at a national or state level. The initial sales requirement was 2% of car sales in 1998 (representing about 20,000 vehicles at the time), increasing to 5% in 2001 and 10% in 2003.
