Why Do GSA and FedRAMP Matter for EV Charging?

For some organizations, buying new equipment, such as electric vehicle charging stations, can be difficult. Many government agencies and public entities are required to open bidding processes, which can slow down purchasing. The good news for governments and agencies considering Blink charging stations is that Blink has been awarded a GSA Schedule contract, and we are in the process of becoming FedRAMP authorized. Here’s what you need to know about GSA and Blink. 

What Is the GSA Schedule?   

The General Services Administration (GSA) Multiple Award schedule is an indefinite delivery, indefinite quality (IDIQ) flexible and long-term contract managed by the GSA. Its primary purpose is to assist federal agencies in acquiring a diverse range of products and services efficiently. These contracts offer pre-negotiated pricing, payment terms, delivery, warranties, and conditions, streamlining and accelerating the procurement process for government entities 

What Has Blink Negotiated with GSA?  

Blink Charging Co. has successfully negotiated with GSA and was awarded a MAS contract (contract # 47QMCA23D000Q) for Level 2 and DCFCs. Whether your agency needs workplace EV charging stations or to support a government fleet, you can now find Blink chargers through GSA Advantage!, the government’s online ordering system. Federal agencies can also purchase Blink Level 2 and DCFC offerings through our federal reseller GSA MAS contracts:

How Else Can Government Agencies Acquire Blink Chargers?  

Another contract vehicle that can be leveraged by federal agencies is through the GSA EVSE BPA. This BPA offers federal agencies the ability to procure over 1,165 product and service line items over a 5-year period of performance via 16 BPA holders. Outside of the GSA MAS contract and EVSE BPA, Blink Charging Co. is able to work with federal contractors on other existing contract vehicles.  With our ability to manufacture and deliver our BAA and TAA products in a timely manner and network offerings, we look forward to supporting the federal government and our partners helping to deliver world class products and services.     

In addition to the GSA Schedule, Blink has also been awarded a Sourcewell cooperative purchasing contract. 

How Does the FedRAMP Authorization Process Work? 

FedRAMP is a government-wide program that promotes the adoption of secure cloud services across the federal government by providing a standardized approach to security and risk assessment for cloud technologies. As Blink’s sponsor for FedRAMP authorization, the company will continue to work directly with GSA throughout the authorization process.

Is Blink Charging FedRAMP Authorized? 

There are three main phases of FedRAMP authorization: Preparation, Authorization, and Continuous Monitoring. Blink has received guidance from GSA and is currently in the Preparation phase of the process. Blink anticipates moving to the Full Security Assessment phase of the process in Q1 of 2024.   

Once the Blink Network is FedRAMP authorized, government agencies will be able to contract with Blink or our federal resellers for networked EV charging. 

The FedRAMP Authorization Process. There are three main phases: Preparation, Authorization, and Continuous Monitoring. Readiness Assessment and Pre-Authorization are the phases within Preparation. The second phase, Authorization, includes Full Security Assessment and Agency Authorization Process.

Other Federal Deals 

Blink’s GSA contract was not our first project with the federal government. Earlier this year, Blink was awarded an IDIQ contract by the United States Postal Service (USPS) to sell up to 41,500 charging stations. We have also installed Blink charging stations at GSA, U.S. Air Force, U.S. Army, U.S. Department of Agriculture (USDA), U.S. Department of the Interior, U.S Department of Homeland Security, and U.S. Department of Justice facilities.
