The EU-27 and its Member States must meet legally binding limits for four air pollutants set by the National Emission Ceilings Directive (NEC Directive). Some Member States, such as the Netherlands and Slovenia, expect to exceed their respective NO x ceilings by only small margins (less than 5%). NEC Directive status report 2010.

The report’s findings for the period 1997–2007 present a mixed picture, with some improvements in air pollutants and serious concerns regarding persistent growth in transport’s greenhouse gas emissions. Over the last ten years we have concentrated on measures to improve mobility whilst decoupling transport emissions from economic growth.

Air pollution. Emissions of regulated air pollutants from vehicles continue to fall across EEA member countries but concentrations remain high in some urban areas. The European Community’s air pollutant emission inventory report released by the European Environment Agency finds that in 2007, sulphur oxides (SO x ) emissions were down by 72 % from 1990 levels. EU-27 emissions of all four pollutants were lower in 2007 than in 2006.
