Delhi govt notified the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme in Nov last year.

Delhi govt’s transport department has set up a portal to facilitate licensing, payment of fees, and to ensure other regulatory compliances for cab aggregators, delivery service providers, and e-commerce entities. Service providers must register on the portal to obtain the required licence and onboard their existing fleet within 90 days from Saturday.

“All licence holders are requested to register their existing fleet operating in the National Capital Territory of Delhi. All existing aggregators and delivery service providers operating within the NCT of Delhi shall obtain a licence within 90 days,” read the department’s public notice issued on Friday night.

The transport department’s dashboard to monitor the scheme’s progress can be accessed at ‘www.myfleet.delhi.gov.in’.

Delhi govt notified the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme in Nov last year. This mandates all cab aggregators and delivery service providers to switch their fleet entirely to electric by 2030, to curtail vehicular emissions.

The scheme aims to licence and regulate any aggregator, delivery service provider, and e-commerce entity using a digital intermediary and having more than 25 vehicles in their fleet. Those eligible need to register with the govt within 90 days. The licence will be valid for five years.

The policy ensures enhanced security features for passengers, including a 24×7 control room to track and monitor the movement of drivers, integration of panic buttons with enforcement agencies, and corrective measures for drivers who are awarded a rating of less than three stars for more than 25% of their rides in a month.

The scheme has some stringent provisions to enforce compliance with violations that attract monetary penalties, ranging from Rs 5,000 to Rs 1,00,000 in each instance. The policy also lays down that aggregators should provide sufficient accessible cars for persons with disabilities.
